Conditions for Independent Evaluator Access
These are the terms CSOAI sets before it accepts access to an AI system for evaluation. They exist so that a reader can tell a result was not bought, softened or held back.
This page records our own conditions and nothing more. It does not claim that any developer, lab, regulator or other body has read, accepted, answered or endorsed them. It is a rule for evaluations accepted under this version; it is not evidence that an earlier published result met these conditions.
1 · No money from the developer being evaluated
We do not accept fees, grants, compute credits or anything else of value from the developer of the system being evaluated, in return for access or a result. A commission bought through the public x402 door pays for an issuance receipt, never a result. A payment never turns an UNMEASURED cell into a result.

2 · No gag clauses
No non-disclosure term, veto or approval right over whether or what we publish. A developer may see a result before publication so that factual errors can be pointed out, within a window agreed in writing before the evaluation starts. The developer does not decide what is published.

3 · The method goes on the card
For an evaluation accepted under these conditions, its published result must name the instrument, item bank version, sample size, grading rule and model identifier. If those fields cannot be published, that evaluation will not produce a result under this policy. Earlier published records use older schemas and may omit some of these fields; this policy does not backfill them. Anyone can check the signature on a signed card without an account.
4 · The corrections ledger governs
Errors are corrected in public: what was wrong, how it was caught, and the fix. Signed bytes are superseded, never silently edited. If an access agreement conflicts with a correction, the correction stands.
5 · Access and redaction terms are visible
For an evaluation accepted under these conditions, its published result must state the access used: API or weights, applicable rate limits, whether the system prompt was available, and the system version or evaluation date. Earlier published records may not contain these access fields. Under this policy, material may be withheld only for exploit detail that would cause harm, personal data, or a third party's confidential information; the publication must state that a redaction was made and why.
6 · A refusal stays visible
If access is refused, or offered only on terms that break the conditions above, the cell stays UNMEASURED. It is never filled in, estimated or dropped.

A new version gets a new version number and date on this page. An evaluation is held to the version in force when its access was agreed. Questions go to [email protected].
